The best pet-friendly restaurants in Dubai fall into three camps — terrace-only, genuinely indoors, and the handful with dedicated dog areas and their own menus. These are the 19 I know of, and I have marked which is which because it matters in July.
Dubai Municipality requires dogs to be leashed in public spaces. Policies change, especially around Ramadan seating, so call ahead if you are travelling across town.

The short list, and the one that counts for most of the year. These pet-friendly restaurants in Dubai let your dog in out of the heat.
Happy Bark Day — Majan
A dog-only cafe and dessert shop, which makes it the most pet-friendly place on this list by some distance. Dog dessert menu built by a pet nutritionist, water bowls throughout, and they host dog birthdays.
La Nena Coffee — Al Quoz
Dogs indoors, water bowls and complimentary treat bags. Specialty coffee and bagels for you. One of the easiest to actually use.
Social Company — Zabeel House, The Greens
A dedicated dog area inside the air-conditioned lounge, with treats and fresh water. Lah Lah upstairs is also pet-friendly.
Fuze Caffe — Al Habtoor City & Marina Walk
Dogs indoors at both branches, and a dog menu that rotates monthly in the first week.
LILA — Alserkal Avenue
Well-behaved dogs indoors in the warehouse space. Mexican taqueria, so plenty for vegetarians too. (V options)
Kave — Alserkal Avenue
Leashed pets welcome. Plastic-free cafe doing ramen and coffee, with workshops on. (V options)
Dedicated pet areas and dog menus
Where they have properly thought about it rather than just tolerating your dog.
Pawdy Neighbors — Souk Al Manzil, Downtown
Dog-friendly seating with an adjacent pet spa. Bistro plus grooming, and a dog menu.
Tail Cafe — Green Community Village, DIP
Indoor and outdoor, with water bowls, leash hooks, shaded areas and regular adoption days.
Elli’s — Palm Jumeirah
Doggie ice cream and puppaccinos alongside a Mediterranean menu. On the shoreline, so good for a walk after. (V options)
Reform Social & Grill — The Lakes
Pub garden with a dog menu, and they host dog adoption days. Also does a complimentary brownie on your birthday, incidentally.

Koko Bay — Palm West Beach
Bali-style beach club with a pet-friendly outdoor zone. Sunset is the move. (V options)
The Tap House — Club Vista Mare, Palm Jumeirah
Outdoor terrace, and there are vegan-friendly items on the menu. (V options)
AJI — Club Vista Mare, Palm Jumeirah
Part of the Palm’s dog-friendly cluster along with The Tap House and Breeze Beach Grill. Beach walks straight after.
Bounty Beets
Garden cafe welcoming dogs and cats, with water bowls. Fully plant-based and gluten-free menu, which is rare on a list like this. (V)
Terra — Jumeirah, Al Thanya Street
Mediterranean small plates, pet-friendly seating. Quieter than the Palm options. (V options)
The Irish Village — Al Garhoud
A Dubai institution with a huge outdoor area. Bring the dog, bring everyone.
Jones the Grocer — Sheikh Zayed Road
Pancakes and waffles with your dog beside you, water bowls provided. Al Manara, opposite Times Square Centre.
1762 Stripped — One JLT
Welcomes dogs during the cooler months, with water and the occasional smuggled treat.
Bakemart Gourmet — Umm Suqeim
On the pricier side, but a good outdoor spot near The Mall.

At a handful, yes — Happy Bark Day, La Nena, Social Company, Fuze Caffe, LILA and Kave all allow dogs indoors. Most other places are terrace-only, which is a real limitation between May and September.
